Context: "Legend drugs are medicines which must by law be labeled, “Caution: Federal law prohibits dispensing without a prescription.”

I can understand the meaning, but I need a translation different from "medicamento controlado", which I'm already using in the document to translate "prescription drug".

"Legend drug means drugs that are approved by the U.S. Food and Drug Administration (FDA) and that are required by federal or state law to be dispensed to the public only on prescription of a licensed physician or other licensed provider."

Penso que, neste caso, não há como traduzir sem explicar o significado do termo ("medicamentos com legenda / advertência da FDA"), haja visto que não há uma equivalência no sistema farmacêutico brasileiro. Sugiro adicionar uma nota de rodapé explicando exatamente o que diz tal legenda ou advertência.

Nota: Encontrei uma ocorrência de "medicamento com legenda R2" no Google. Não é exatamente a mesma coisa, mas pode ser um ponto de partida.
