Agradeço as colaborações dos colegas. Pelo que entendo, a expressão "fast and loose" tem duplo sentido. De acordo com o Merriam-Webster, signifca (1) "de uma maneira irresponsável" e (2) "de uma maneira enganosa [ou ardilosa]". Dada a reputação da personagem em questão (que não é flor que se cheire), acredito que a tradução deva refletir ambos os significados e não apenas um. Sendo assim, decidi optar pela tradução sugerida pelo Vinícius ("burlar") e acrescentar o outro significado, obtido a partir de uma das fontes sugeridas pela Sandra (expressisverbis) de modo que a fala resultou na seguinte leitura:

"Sabemos que ele age como irresponsável e burla a lei, e que demonstrou tendências violentas no passado."

A propósito, é interessante observar que a expressão ("play fast and loose") vem de uma peça de Shakespeare. Obrigado a todos!
