The difficult bit here is "of". My understanding of it is this: "the party which [during the Second World War] *decided to bomb* Hiroshima and Nagasaki" - he is using "of" to link the party to them as he associates these incidents closely with it. The writer is criticising this party's hypocrisy (as he sees it; he uses the more subtle word "unconvincing") - during WW2, when it was in power, it decided to bomb these cities, yet now it claims to be outraged by war atrocities.

A literal translation would be "partidul care a decis să bombardeze oraşele de Hiroshima şi Nagasaki". Lame I know, but I'm sure you can do something better with it! But that's the meaning, as I see it.
