It was a subdivision of the IND. I used to be in regular contact with the ICD in my role as a "project worker" for an NGO that provided assistance to asylum-seekers.

Here, "casework" refers to the processing of immigration, citizenship and asylum applications. Interviews were a part of the process for some types of application - for instance, they conducted interviews with asylum applicants in Croydon and Liverpool. They were also responsible for taking decisions on cases (applications) and issuing them to applicants. I don't know if they still exist because the IND was revamped a few years ago, so I suspect ICD may have been rebranded too. "Integrated" refers to the fact that they dealt with several different types of applications - visas, asylum and citizenship.

I'm sure you can come up with a better translation than I can, but as a tentative suggestion, maybe something along the lines of "Direcţia instrumentare dosare imigrări/azil"? Anyway, I'll leave that to your judgement!

The aim of these changes is to eliminate the current backlog of nationality applications by attacking it from both ends. This approach has been successfully used elsewhere in IND--for example, in the production of travel documents.
