Adica statul trebuie sa respecte reglementarile europene privind ajutoarele de stat in cazul sumelor acordate pentru programele din cadrul FS. Granturile, fondurile sunt "canalizate" prin autoritatile nationale, si ca atare, au acelasi statut ca si ajutoarele de stat (nu stiu detaliile fiecarei axe din cadrul FS, dar de obicei statul finanteaza o anume parte din proiect, beneficiarul da restul).
