Hello, everyone!
It's a phrase from a manual to a hydraulic hook of an underground loader:

• When pressing the valve activation tool down, make sure not to use too much force which could damage the valve if it is based.
• Make sure that you press the tool down all the way (except if the valve is based).
• Have a second person observe the hook and the valve from the side to see that the valve does not base.

I don't understand how a valve can base, what is a based valve? What does it mean? It's not so much about translation to Russian, but about the understanding of the process.

Я не знаю, клапан у вас или задвижка, поэтому написал "арматура".
Имхо, based - это состояние арматуры, когда ее затвор (золотник для клапана) сел на седло. Затвору дальше перемещаться некуда, он сидит на своем месте или "базе". Ясно, что арматура при этом закрыта. Также понятно, что прикладывание чрезмерных усилий в этом состоянии/положении может повредить уплотнение седла с затвором, т.е. саму арматуру (клапан или что там)
