Warning tape shall be laid in the trench above the cable at a distance of 250 mm from the outer cover.
When placing a single cable in the trench, the tape shall be laid along the axis of the cable, when there are several cables the edge of the tape shall protrude the lateral cable for not less than 50 mm. When installing more than one tape along the width of the trench, these tapes shall overlap each other of not less than 50 mm.

Имхо, тут lateral используется для выделения одного кабеля (от которого измеряют смещения края ленты) из группы проложенных вместе кабелей. Думаю, это крайний или боковой кабель.
Является ли это кабель ответвлением от другого или нет - никакой роли для размещения ленты не играет, это просто один из кабелей в траншее
