Seeing you claim to be an expert on all matters religion, one cannot help but notice that Old Testament prophets very rarely (if at all) merely 'notify' their flock. With the exception of Ecclesiastes, prophetic books are, essentially, calls to action. Thus, interpreting this line as призыв is, technically, OK (after all, two thirds of the phrase is in the imperative!).
И насчет призыва, Призыв это когда пророк призывает к что то. Здесь это не призыв а просто gives notice, message to people that has been revealed to him.
This is Biblical announcements of the prophet. Yes, the subject area is Education, Pedagogy, but in most schools (religious), they teach Bible as one of the main thing for properly upbringing young generation. They think that parents themselves could not have that much effect in moral education for their children.
