Тут исходник кривоват. С выигрышем поставщиков ветровой, солнечной и прочих видов энергии все понятно, но вот efficient energy просто не бывает. И с distributed energy не все просто, как как энергию проигрывающих угольных электростанций можно точно так же распределять. Можно, конечно, перевести дословно и оставить как фантазии некого политического журналиста, но я предлагаю вставить resources и тогда все становится более-менее осмысленным - выигрывают поставщики энергии и энергетических ресурсов.
