To Oleg Lozinskiy: There is a raw gender wage gap observed of 20.4 percent (i.e., when looking at raw data, i.e., необработанные данные) which, when analysed to take into acccount gender attributes (i.e., processed) account for approx. 70 percent.

In other words, the text refers to data that purport to show objective gender gaps in pay by quoting raw data, but that upon analysis show smaller gender discrepancies in pay when other variables are taken into account.

Most raw gender gap data seem to imply that there is discrimination between the sexes in the workplace, but when these data are adjusted to take into account factors like maternity leave and that men tend to apply for higher-paying jobs, the gap is less.
