"Все виды риска" (all risks) - условие страхования, под которое, как правило, попадают грузы, перевозка которых особенно часто сопряжена с повреждением, порчей, утратой, расхищением и др. Это самое надежное (из всех рисков) и дорогостоящее страхование товаров (грузов) на весь период транспортировки "от двери до двери" с момента отгрузки со склада продавца до прибытия на склад покупателя (пункт назначения).

Это не одно и то же- "все риски" как отдельный вид страхования и
страхование от любых видов риска!

Если бы имелось в виду страхование "все риски" как отдельный вид страхования, то в оригинале бы стояло следующее:

at "all risk" terms.

А здесь имеется что, от какого бы вида риска вы не собирались застраховать товар, при расчете применяется единая ставка 0,13 %
