Это и имеется в виду под informal применительно stints (aka internships), т.е. не в установленном законом порядке. Конечно, Уайтхолл – это давно уже имя нарицательное (название лондонской улицы, где находятся, кстати, не только все министерства, но и важнейшие государственные ведомства Великобритании.
