Как мне кажется, словечко homage здесь имеет оттенок некоей благоговейности (трепетности) по отношению к заветной, но пока недостижимой цели социальной мобильности. Есть в русском языке грубоватое выражение, заканчивающееся словами "как с писаной торбой". Вот об этом, имхо, примерно и речь.

Соответственно, пробная попытка перевода:

Трепетное отношение в политических кругах к целевой установке на социальную мобильность стало ритуальным.
