Explanation:
Правительство в такой ситуации оказывается между требованиями конституции и демократии о свободах и правах человека с одной стороны, и недовольством своих избирателей, теряющих работу, которую, к тому же, получают иммигранты. Думаю, что в такой ситуации правительство вынуждено быть особенно осторожным (cautious), а не обидчивым, чувствительным, легковоспламеняющимся, или рискованным (значения слова touchy)
