Не очень ясно, имеется ли в виду признание изменений регистрационным бюро/органом регистрации, или же чиновником, проводящим регистрацию. Я склоняюсь к версии "регистрационного бюро" исходя из того, что признание чиновника самого по себе значения иметь не должно, если только он не должен засвидетельствовать (заверить) изменения с тем, чтобы потом их признало собственно бюро.
