т.е. «через голову» непосредственного командира (начальника), нарушив установленный порядок. Для подачи жалоб и предложений НЕ ПО КОМАНДЕ есть другой порядок.

Предложенный Русланом вариант «нарушил субординацию» тоже передает суть, но ОПИСАТЕЛЬНО, в то время как в армии чаще говорят «по команде».
