disagree  Boris Shapiro: Я не знаю, что такое "институциональная прослойка". Зато вполне понимаю образ стыка между различными институциями - своего рода "серая зона", где одна юрисдикция заканчивается, а другая ещё не начинается. И, как следствие, могут действовать "враги".
