Our ability to deter war remains central to our military purpose. In an era of persistent competition our deterrent posture needs to be more dynamically managed and modulated. Hence the Integrated Operating Concept introduces a fifth ‘c’ – that of competition - to the traditional deterrence model of comprehension, credibility, capability and communication. This recognises the need to compete below the threshold of war in order to deter war, and to prevent one’s adversaries from achieving their objectives in fait accompli strategies.
Competing involves a campaign posture that includes continuous operating on our terms and in places of our choosing. It will also require actions to be communicated in ways that may test the traditional limits of statecraft. The willingness to commit decisively hard capability with the credibility to war fight is an essential part of the ability to operate and therefore of deterrence. They are not mutually exclusive.

Это элемент популярной сейчас терминологической дихотомии hard-soft (откуда, к примеру, hard power vs soft power). В тексте идёт речь о готовности посылать войска, чтобы пресекать враждебные попытки даже тогда, когда речь ещё не идёт об открытом военном конфликте. Именно поэтому там завуалированно и говорится о том, что подобные поступки требуют расширить традиционные представления о допустимом в политике.

Обратите внимание на то, что искомое составное дополнение относится к глаголу to commit. Который, разумеется, должен переводиться именно той семой, которая в НБАРС помечена как "воен." (не обязательно дословно, т.к. речь идёт о довоенном этапе - но как "вводить в дело" или, допустим, "вводить в действие".

disagree  YESHWANT UMRALKAR: One doesn't see a reference to any concrete 'means/weapons', leave alone military in the English text to which this answerer seems to be referring by средства, but clearly capabilty and credibility which must reflect in the translation.

  -> Pardon me? The whole of Integrated Operating Concept 2025 speaks of armed forces, weapons, and warfare. The fact that it is wrapped in the language of 'capabilities', 'platforms', and other sorts of Newspeak changes nothing.
