English term or phrase: explains it with folly, fear and coercion

Yet in Hobbes we see an essential tension: his rational consensus, the social contract does not sit well with his description of political follies, especially in Behemoth, but also in Leviathan. Leviathan justifies itself with rational consent, but rules through indoctrination.
Hobbes rationalizes civil society through social contract but explains it with folly, fear and coercion through mind control. The social contract is never the guidance for policy, but only a moral exhortation or legal fiction.

agree  Daria Isakova: "бездумством"
