Вопрос: What’s the state of financing now? I mean, *what’s the down that has been increasing in the past few years for the people who would like to buy something in this building and what’s the percentage*?

Что это за *down*, и percentage ЧЕГО?

Далее в виде контекста имеется следующий ответ, тоже впрочем для меня загадочный:
– That's all been the same for us. That’s 8 percent point. Ok, well, sometimes it would make 10 percent. In the opening months, but it’s the second kick-in after certain half-time.
