Поскольку в тексте не уточняется, какого рода меньшинства имеются в виду, я бы не стала использовать слово "национальное" по умолчанию. Что до упоминания детей, молодёжи, школьников, так у моего ребёнка в 9м классе школы наряду с разными клубами по интересам имеется клуб для сексуальных меньшинств. Не знаю, как у них с этим в Скандинавии, но в Калифорнии, например, это спорное на взгляд многих явление не такая уж и редкость.

It's a doubly clever formulation where “background“ points to two factors:

1. In contemporary English, "minorities"/"minority groups" means ethnic minorities, women, gays&lesbians, the handicapped, etc. So, the qualifier "background" basically leaves only ethnic minorities.
2. It also means that while you COME from a minority, now you're basically main-stream. Like, you may be a lawyer with Eskimo backgrownd. It's not the same as "Eskimo lawyer".
