Each mission has a different mandate, but generally work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation. Tasks and Responsibilities Under the direct supervision of the Head/PCU, the incumbent will function as Chief of Fund Administration and be responsible for the daily management of the human, financial and material resources in accordance with the OSCE Common Regulatory Management System (CRMS). More specifically, the incumbent will supervise 3 professional staff and 10 local staff in the Fund Administration Unit (FAU) and will be tasked with: • Advising the Head/PCU and programme managers on administrative policies, management of financial, human, and material resources and on budgetary implications of programme initiatives; • Ensuring that financial and human resources are used efficiently and in accordance with the OSCE financial and staff regulations and rules; adapting these to local conditions when necessary in co-ordination with the Secretariat and advising on action to be taken under exceptional circumstances; • Preparing budget proposals in accordance with the performance based programme budgeting process, effecting payments and monitoring expenditures and financial performance within the approved budget and serving as administrative approving officer; • Implementing appropriate control and reporting procedures to safeguard PCU resources; • Establishing staffing requirements and ensuring the recruitment of staff in accordance with standard OSCE recruitment practices; • Ensuring that staff in the Fund Administration Unit (FAU) are properly trained and evaluated; overseeing welfare issues and staff/management relations; • Ensuring that goods and services are accurately assessed, budgeted for and procured; drawing up contracts in accordance with OSCE procurement standards and instructions and within the limits of delegated authority; • Maintaining the supply chain and inventory systems; implementing asset management standards and cost effective vehicle, travel and buildings management; • Acting as the focal point for risk management activities; implementing the comprehensive organization-wide insurance programme in the PCU, ensuring risks are identified and that there is adequate coverage; • Ensuring that information and communication technology and the records and documents management system are maintained in accordance with the standards of the Organization; • Performing other related duties as assigned such as liaising with local authorities on matters related to the status of international and local staff in the host country. Necessary Qualifications • University degree in public or business administration, administrative law or equivalent preferably with specialization in finance or accounting and/or personnel management; • A minimum of six years of progressively responsible professional experience in general administration and/or accounting/financial management, preferably in an international environment or within operational missions; • Very good managerial and organizational skills; ability to work under pressure and to tight deadlines; • Computer literacy, with very good knowledge of office applications, including knowledge of an ERP system; • Professional fluency in English, with good communication and drafting skills; working knowledge of other OSCE working languages, especially Russian would be an asset; • Flexibility and adaptability to live in difficult conditions; • Possession of a valid driving licence and ability to drive using manual transmission; • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity. Remuneration Package Monthly remuneration subject to social security deductions is about US$ 4,758 to which is added Board and Lodging Allowance (currently EUR 124 per day subject to change without prior notice).
