staggered terms = the terms (the mandates of different commission members) do no start/finish at the same time IOW you don't get into a situation where all members are totally new [= to ensure continuity].

If there are say 5 members with each a five year mandate, instead of replacing the whole commission every five years, every year only one member would be replaced - so the replacement of members would be staggered in time [i.e. "in stages" / "step by step"]
