from I could find so far it means "high-level" of generality, i.e. "high-level" principles are general basic/fundamental principles, that are the basis for elaborating more detailed and more specific principles to be applied in more narrowly defined cases.
A synonym would be "core (principles, requirements etc" or "fundamental ....." .
For example, "G20 High-Level Principles on Financial Consumer Protection" are general / core principles that each country will use as basis for elaborating its own principles and rules.
I'm not aware that "high-level" is used when talking of EC legislation as opposed to legislation of member states. The EC legislation might be about high-level principles / requirements etc in some fields, but the EC legislation itself is not usually referred to as "high level"
