Opatrenia sa uvoľňujú v niekoľkých fázach. Medzi jednotlivými fázami uvoľňovania sa predpokladal odstup minimálne 2 týždne. Zvyšovanie počtu nakazených môže uvoľňovanie spomaliť alebo úplne zastaviť. Priaznivá epidemiologická situácia a nízky výskyt nových prípadov naopak umožňujú proces uvoľňovania zrýchliť.
