My idea is to take away the planter area next to the terace and construct a new terrace wall whilst retaining a planter around the edge.

Planters normalmente son macetas o maceteros, pero en este caso creo que se refiere a una alineación de plantas que forman una línea divisoria.

No me complicaría más. Puede haber macetas y maceteros, o no. En todo caso es una zona reservada para plantas, flores, hierbas...... Suerte!

tal vez "bordes" para la segunda vez que aparece en el parrafo.
es otra posibilidad que me suena bastante natural en tu oración.
