Entiendo que BY es NOT LATER THAN. ¿Se podría traducir como "antes del"o "a los"?

El empleado del tribunal certificará y enviará al oficial del registro civil del estado a los diez días del mes a partir de la fecha en que se dicta la sentencia definitiva.
