I am translating a national police certificate in which the phrase "who has advised that they are or have been previously known as" is a bit confusing to me.
The sentence appears after the name of the person and before another name. I assume the person was previously known as the name provided thereafter, and that "they are" refers to the "no disclosable court outcomes" mentioned before the names. It is confusing because if the document states there are no outcomes, how can then say that "they" were previously known under another name?

If someone can clarify the phrase a little or confirm my assumptions, I would appreciate it.
