As you can see from the first link, "every flammable liquid has an upper and lower limit that defines the range of concentrations of the liquid in air that will ignite and propagate a flame." As you can see from the second link, this is called "límite de inflamabilidad".

Perdona que responda en español, me concentro mejor en la respuesta.

Existe un concepto relacionado con "upper" y que describe un máximo para que se de un evento como el que se describe en tu pregunta, es decir, un cambio en las propiedades del liquido, en este caso ser inflamable. Por tanto, te propongo esta traducción:

"Líquidos inflamables por encima del [%]" Creo que es un tanto por ciento de concentración.
