Explanation:
Aunque el inglés admite este tipo de construcciones con yuxtaposición de preposiciones, se considera incorrecta y un calco sintáctico del inglés su extrapolación al español (en español se dividen las oraciones).

Son dos oraciones distintas: "may transit via countries which" y "and/or may be processed in countries which".

Traducción:

"Los datos transferidos ... podrán transitar a través de países que tal vez no cuenten con requisitos en materia de protección de datos (considerados) equivalentes a los del Espacio Económico Europeo y/o (podrán) ser procesados en dichos países/ellos."

"el país en cuestión sea el destino final de la transferencia y no un país intermediario a través del cual transitan los datos, excepto cuando las transferencias sucesivas se dirigen de nuevo a la UE o a otro destino que ofrezca una protección adecuada"
