Estoy de acuerdo con tu traducción "pasar factura" y propongo la alternativa "costar caro".
En cambio no me convence la traducción literal de "it’s only a matter of time". Prefiero esta forma más breve y más natural en español:

- "Pero si las cosas avanzan rápido, quedarse quieto le acabará costando caro/pasando factura"?

- "Pero si las cosas avanzan rápido, el inmovilismo le acabará costando caro/pasando factura"?
