I don't know if the two terms mean the same thing or if "capacity closure" is "reducción de la producción" y "capacity shut" es "eliminación de la producción"

Explanation:
strictu sensu podría tratarse de cierres y de interrupciones de la producción, respectivamente, pero creo que la idea general es que están reconsiderando el cierre de plantas
(P.S.: y espero, que instalen nuevas)
