ninguna ley que implique una penalización seria Explanation: Nunca ha infringido ninguna ley que comporte una sanción grave... Sería otra interpretación. Tal vez diría "ninguna ley de importancia"... Pero tengo la impresión de que "ley fundamental" (que fue lo primero que pensé antes de ver tu propia opción) podría ser una buena opción. Aunque aporto esta otra variante, que tal vez podría funcionar, dependiendo del contexto. ¿... ninguna ley de capital importancia? ¿ninguna ley esencial?
