Förekommer i rapport om samhällsstyrningens kvalitet och korruption i EU. Avsnittet handlar om vilka uppgifter som ska ligga till grund för analysen och man har bestämt sig för World Bank Governance Indicators (WGI):

"Upon thorough review, we find that the WGI data would be the most appropriate source on which to build an indicator of QoG [=quality of government] for EU countries. First, they cover all four pillars of QoG as specified above. ... Fifth, they form a composite indicator with data from a wide scope of sources, such as expert assessment, firm investment agencies, NGOs [=non-governmental organisations], IGOs [=intergovernmental organisations] and citizen surveys, although the data EU data are mostly expert and firm based. We believe that, unless specified, all aspects of corruption, rule of law etc. should be included rather than focusing on narrow aspects alone."
