Information Security Standards of an international company

"Appropriate security controls must be employed when communicating, transmitting, handling, labeling, copying and disposing of Confidential or **Restricted Confidential** information by voice or fax."

The company seems to make a distinction between confidential information and restricted confidential information, but this doesn't seem to be the prevalent custom and I'm not sure how to distinguish the two in Swedish. Suggestions gratefully accepted.
