The famous Machiavelli dictum. It's fallen into disrepute, as it can be argued, for example, that Hitler’s end (i.e. goal/aims) was good i.e. to bring peace to the world – the “only” problem was that his means (i.e. the way he set about achieving his goal) involved killing everyone he disapproved of.

"Hedefe giden her yol mübahtır" should also be considered. All of the three expressions are translation of the English term. I think "amaç aracı meşru kılar" is closer than the others as the word "meşru" (legitimate) is of a more positive meaning than the word "mübah" (permissible.
