It is a meaningless filler in English. 'I have to say/I must say/I must admit this weather is appalling'. It is used just to keep conversation flowing, like ya hani in Turkish. Btw does geyik mean the same thing ing Turkish?

söylemek zorundayım makes a great deal of sense in the usual contexts the phrase in used in English. It is virtually meaningless.
We tend to use the phrase "I must say" to introduce an opinion that you have some reason not to say, but you feel like you have to say it anyway. Reasons for using "I must say" can include:
when you're surprised in a situation which is different from what you are expected to think.
When you think other people might be offended by your opinion, but you have to say it because you feel quite strongly about it.
This phrase is similar in meaning to "I have to say":
I have to say — I was kind of disappointed.
