My sentence for translation:
Sincerity is a necessary condition but not a sufficient condition of salvation.

My interpretation of the above sentence is a follows: without sincerity in your belief you have no hope whatsoever of avoiding eternal punishment for the bad things you've done; with sincerity (which is undeniably a good thing in itself) you most certainly have hope, but only if that belief is the appropriate belief i.e. the belief in Jesus Christ and His dying on the Cross to take the punishment for our sins.

(If someone's belief is sincere, the proof of that is that he will obey the Lord's commands - so no stealing, lying etc. - as Jesus said, you will know if a tree i.e. a person is good or bad from whether its fruits i.e. his behaviour is good or bad)
