До поняття "почасовий" входить і "погодинний", і "денний", і "тижневий", і т. д. залежно від обставин. Навіть "за хвилину", коли йдеться про телефонні розмови, наприклад. Тобто "почасовий" — загальний, "родовий" термін, який уточнюється контекстом.

Вважаю, що тут мається на увазі саме денна ставка ("for each day of delay") оплати праці

Підрядник виплачує неустойки Замовнику за денною ставкою, зазначеною в СУ, за кожен день, на який Дата завершення робіт затримується щодо Планової дати завершення робіт. Загальна сума неустойок не має перевищувати суму, визначену в СУ.
