The English definition of "malignant" from dictionary.com is:

disposed to cause harm, suffering, or distress deliberately; feeling or showing ill will or hatred.

So to do something "malignantly" would be "to do something deliberately to cause harm." Exact statement is required for a more fine tuned translation. Also, legally a term may have a very specific meaning, so it should definitely be checked.

For legal purposes I think the portion about "intending to cause harm" seems important. Client should be consulted if there is any doubt...since merely treating someone with کینہ، بغض، عداوت is not a crime, but the intention to cause harm is definitely a crime.
