agree  David Moore (X): With 'agency' I agree, but it's exceedingly unlikely to be any other than a government agency such as the UK's DVLA and all its representations in the counties - the licence even has "G11" as part of its number.

agree  Anna Herbst: Yes, I would assume it is the LTO Agency that issued the licence - as David said, the agency code is reflected in the licence number. http://www.lto.gov.ph/
