English term or phrase: margin

What does the "margin" field mean in a copy of entry in the register of births (Ghana)? There are some numbers and letters. Could they be some notes on the margin?

And could anybody tell me what LA stands for in the field "Registry: LA"? Google fails here ;)

Explanation:
If the signature is illegible, and does not look like the name that appears on the birth certificate, then the birth certificate preparer should verify in the margin of the birth certificate that the signature is that of the mother/father/informant. A notation should appear in the margin of the birth certificate stating "Witnessed By:" with the name and title of the preparer.

If neither parent can sign because of illiteracy, a mark (e.g., "X") is acceptable if the notation appears in the margin "Witnessed By:" with the name and title of the preparer.
If the informant is other than the mother or the father, then RVRS may not process a request for a newborn social security card. If neither parent is available to sign, select "No" for "Social Security Card." SSN requests must be initialed on the margin of the record by the mother or by the father (if he is the informant).

Explanation:
The new version of a Certified Copy of Entry in Register of Births, in use in Ghana, was introduced on 02 July 1996. It measures approximately 19 [by] 32 cm. Particulars are written in boxes and these include: Entry No.; Name of District Registry; Child's name; Sex; Father's name; his occupation, nationality and religion; followed by Mother's maiden name and nationality; child's birth-date and place where born; informant and relationship to child; date of registration; signature of registrar; and registrar's coding which appears in the last box marked, "Margin".

He explained that the "Margin" indicates that there has been "a problem" with the application. Either the applicant wanted to change the name or make an amendment to the file. The letters indicate that the applicant received special authority for late registration and the date the authority was given by Registrar of Births and Deaths (ibid.). He further explained that there is a Central Registry in Accra, which contains all registrations of births and deaths. However, due to its size, the fact that it is operated manually, and the time it would take to dig up old numbers, when a person applies for a new certificate due to loss of the old one, or the fact that he or she was never issued a birth certificate, that person is given a lengthy interview to establish the credibility of his or her claim. The person will then be given special authorization by the Registrar of Births and Deaths to receive a new certificate. This information and date is also entered in the "Margin." For a person who was never issued a certificate before, "a recent Date of Registration" means that there was no previous entry in the Central Registry.

With regard to margin or column notes in a certified true copy of an entry in a register of births, the representative was unaware of such notes on a true copy of a birth register or birth certificate.
