On a person's driver's license we have the following information: he has had the right to drive motorcycles since, say, August 1, 1966 and cars since August 15, 1966. The Swedish driver's license refers to each date literally as "date of driver qualification", but is there a more indigenous expression?

I think this captures the meaning. The person has had the right to drive motorcycles and cars since the 1960's, but the original license has been replaced with this new EU license which was issued in 2003 (which is the date of issue). However, I think I have answered the question myself. The "right to drive" some vehicles was granted in the 1960's, so I will just put "right to drive granted on". The "right to drive" is then broken down to different driving categories.

This is from a Canadian document, they seem to make a difference between dates driving tests were passed and dates of issue i.e. 5 days must have passed between test and issue

Explanation:
I think this is a simple and straightforward way of saying it.

In the UK the present licence would say (I am looking at mine):
"Date last licence expired:..." but the newest ones might not have even that, because they are just a small plastic card with limited space. That doesn't answer your question anyway.

If there are two dates, as you said in your note, then the first one should be the date of driving test.
