private bill number
Explanation:
There are several examples online of a Department of Justice Immigration and Naturalization Service form, with a section near the bottom that says:

"Benef. PB #
Sponsor PB #"

Here's one:
https://www.cia.gov/library/readingroom/docs/MIDZINS, VALDEM...

But here's another example of the same form in which the same section reads:

"- BENEFICIARY - SPONSOR
OF PRIVATE BILL NUMBER"
https://www.cia.gov/library/readingroom/docs/HOLEJKO, MIKULA...

It refers to a private immigration bill, a way of getting relief from the US Immigration Act. It has to be sponsored by a member of Congress:

  -> Thanks a lot, Lorena :) It was pure luck; I would never have guessed it if I hadn't happened to find an example that spelled it out (I'd never heard of a private immigration bill).
