There are several examples online of a Department of Justice Immigration and Naturalization Service form, with a section near the bottom that says:

"Benef. PB #
Sponsor PB #"

Here's one:

But here's another example of the same form in which the same section reads:

"- BENEFICIARY - SPONSOR
OF PRIVATE BILL NUMBER"

It refers to a private immigration bill, a way of getting relief from the US Immigration Act. It has to be sponsored by a member of Congress:
