see explanation Explanation: This is probably very high voltage equipment. The acronym to remember when working on such equipment is SIDE: Switch off Isolate Dump Earth Switch off and Isolate are, I hope, self-evident. The Dump is to dump any charge that may be stored in the equipment. This charge can be dangerous even after the equipment has been switched off and isolated from the power supply. In this case they are dumping it by shorting together the live and neutral. The Earth part is where the connect the live to earth to prevent any new charges building up. |
