Establishing and operating markets for environmental goods and bads often involve high transaction costs. When many actors are involved and the commodities or services are hard to demarcate and measure (e.g., environmental services), state-based systems such as subsidies and taxes may be more cost efficient

I am not sure how to understand this phrase. Does it mean "creating markets in order to generate environmental advantages (and inconvenients?)". It's the word "bads" that confuses me. Thank you in advance

As Kim mentioned, these are terms used in Sustainable or Environmental accounting. I prefer the first two terms. Its a matter of figuring natural resources into national wealth as an asset and considering what environmental damage does to these sources of national wealth.
