I understand "public" here to mean transparent, a standard that people can understand better what it is based on and how it is elaborated/evaluated.

And "responsive" to me means that the standard will be adapted more quickly to changing events.

agree  Teresa Reinhardt: I think this is just "hot air" (to show how 'democratic' they are? It's hard to know w/o knowing the history) - but I do agree w/transparent. As for responsive, it also could refer to prior criticism that they didn't react to/accept input
