There is another unclear phrase in the food safety knowledge test that I am translating. The test is to be taken by personnel at a confectionery factory.

From the FDA website on HACCP:

Establish procedures to verify that the system is working properly--for example, testing time-and-temperature recording devices to verify that a cooking unit is working properly.

So, I would think this has to do with how do you fix a procedure that needs to be improved.
