It really depens on what this system is. It depends on your context. It could be either one (portable or potable). See which one makes sense by looking at the other occurences of the word in your text.

Reading the paragraph again, I really think that \"potable\" is what makes sense here.

It refers to keeping \"potable water systems\" and \"non-potable water systems\" apart in order to avoid contaminating the potable water.

agree  Gareth McMillan: It's "potable water first time, (i.e. water suitable for cooking with), and portable water (systems) second time (e.g. sterilising or other process equipment which it is forbidden to connect to a "potable" supply line because of contamination risks.

You can only translate what you have been given. Therefore, unless it is a blatent, obvious typo and you cannot get more information the safest route is to translate what you have been given. If you don't and you are wrong then you are in trouble. Whereas if you simply translate the words that you have been given noone can complain, you are on safe ground. I certainly would not lose sleep over translating the words that you have in front of you.
