English term or phrase: at the forest gate
Text on "Reducing Emissions from Deforestation and Forest Degradation" (REDD)

Uganda’s experience with forest sector decentralisation has implications for REDD+. Efficiency and effectiveness will be determined largely by changes in incentives at the forest gate. Decentralised authorities charged with monitoring and enforcing rules to reduce deforestation and degradation must have enough resources to be effective.

I understand the words but I am not sure of the real meaning. Thanks in advance

where logging permits are issued

Explanation:
The forest gate is where permission is issued to enter the forests for purposes of logging, I think.

This shapefile provides the boundaries of UFA logging
permits allocated in Cameroon, including permits awarded in
the June 2000 round of concession allocations. Concession
ownership is provided in the shapefile attribute data. Logging
concessions are now being allocated under a new system in
Cameroon as UFA'a (Unite Forestiere d' Amenagement).

under the responsibility of a forestry company

Explanation:
The term, which probably comes from an older literal meaning, is used to mean within (the limits of) the responsibility of a forestry company, or under the responsibliity of the company.

HERE ARE A FEW EXAMPLES:

This is from an article about mandating sustainable forestry
"With less volume leaving the forest gate under certified management, many processing jobs will inevitably disappear (or perhaps more accurately will disappear sooner than they would have otherwise)."
http://www.fonv.ca/activities/articles/cookingtheforestry/

Also related to sustainable forestry:

E. Chain of custody certificate
The scope of the chain of custody will include infield chipping of logs and hauling of chips to the
port facilities. The forest gate for Timbercorp Forestry will be at the weighbridge scales at the
respective ports (i.e., Bunbury, Albany, or Portland) where the chips are delivered.

Also from the same 54 page document:

A substantially important development for the company’s wood chip export business was the
completion of the Albany Chip Terminal Project this year and the first shipments in April
2005. The definition of the ‘forest gate’ and the scope of the Timbercorp Chain of Custody
certificate has been expanded since the original certification and evaluated in this audit.

One more in a similar vein:

The chain of custody issue of concern to this audit report is the “stump to forest gate” link in the
material flow chain. As with all annual surveillance audits, the audit team examined log
handling up to the forest gate and found no changes in the certified procedures as compared to
what was observed during the prior annual audit. That is, the evaluation team concludes that
stump-to-forest gate chain-of-custody procedures are operating effectively and in conformance
with FSC chain-of-custody requirements.
